To my knowledge, the athletic department has several different expansion proposals on the table and they are in the process of determining which one would be best. I haven't heard anything to indicate that a 20K expansion has already been given the go ahead by the university.

Yes and no.
Louisville’s “city population” is 756,832. That absolutely dwarfs the "city population" of Cincinnati (296,943), Pittsburgh (305,841), St. Louis (318,416), Cleveland (396,815), Minneapolis (400,070), and Miami (419,777). The problem with using city population is that some cities are consolidated city-county while other have separate city and county governments.
If you go by metro population (avoids the issue of city-only vs city/county consolidated), Louisville is only one of several +1 million metro population cities without a Big 4 team (NFL, MLB, NBA, NHL).

Still I agree with your overall point. Louisville has more of a unique situation given that the school is located in a large metro area with no pro competition.
The biggest that is always forgotten is Riverside/San Bernadino CA, or the Inland Empire. It is about an hour a way from Los Angeles, but I mean Oakland/San Fran San Jose/San Fran, Louisville/Lexington, Baltimore/Washington, Tampa/Orlando, etc are all closer to each other than those two, and are separate metro areas. They are in the same PSA, but so are several other nearby cities such as Baltimore and Washington, and San Jose and San Fran.
Riverside has 4.3 million people and no pro team.

I spoke with Jonathan Butler, Director of Ticket Sales, back in May. He indicated that he didn't think we needed to expand but that was just his personal opinion. He said now they have about 15K tickets a season to sell. He said with an expansion they would have 30 to 35K. Though he didn't say a specific number the difference between the two numbers he referenced was 15 to 20K.

I dont think they should expand yet either but I think the idea is mostly meant so that they could satisfy the increased demand from the visiting ACC teams. Jurich however seems focused on expansion.

If Louisville has 15,000 tickets to sell then why is their a waiting list for season tickets. Last years we sold all the available season tickets. Where are you getting this 15,000 figure?

I'm curious where you got this number as well, considering I have two friends on the waiting list. Plus gocards.com says this:
"Football season tickets are no longer available. If you wish to add your name to the waiting list, please fill out the wait list application".
However, you can still get the football/basketball combo pack, but that doesn't give you the option to renew the next year.

The 15K number came from Jonathan Butler. That is the number that he and his staff have to be creative to sell each season. Butler said "UofL has about 40K hardcore football fans, the rest are there for the party." As I said before I was surprised that the guy responsible for ticket sales was against expansion.
Why we have a waiting list and still have tickets to sell, I can't answer that. I know UofL has some ticketing agreements with UPS, Yum and some other local companies. Not sure if that affects how many season tickets that can be sold. I have never heard that said.
I do know when I moved back to Louisville a few years ago and called the ticket office to get my tickets back, I was offered the non-renewable seats first. I told them I was not interested so they put me on the waiting list. I did not get a chance to purchase seats until last season. I spent two years on the waiting list.

Here's a very interesting take on Louisville's football ticket sales with the change from the AAC to the ACC.
Demand for Louisville tickets skyrockets with move to ACC
Well, the average ticket price for the Cardinal season as a whole has nearly tripled from last year, and for the first time, Louisville tickets are among the top 10 most expensive in the country.
Last year, Cardinals fans had paid an average of $59 per ticket for Louisville home games through mid-July, a figure that has increased by a huge 190% to $171 per ticket in 2014.
