I completely understand your point, but I'm not sure this picture is a fair representation. You do state, in fairness, that this is about 8 minutes to kickoff, as evidenced by the lack of teams on the field and the band coming on for the Star Spangled banner.
Yet, official attendance is 20,247, which is still going to look puny in Rice Stadium, but is better than the official attendance the preceding year, when 17,635 was announced for Tulsa-UCF, in Tulsa.
Average attendance for all C-USA conference championship games was 34,350, but that 9 year record is heavily influenced by the three years the game was played in Orlando, with an average of 45,717 in that city.
I have to think that if the game was played at Marshall, North Texas, Southern Miss, or any number of other stadiums, the attendance would be at the more normal number of 30,000+, which is what it is if you exclude Orlando. Whenever the game was in Tulsa, the biggest crowd they had is 22,000.
But I do understand your point. the only reason I can think of is that Houston is really not a Rice town (too many other options) and Rice's alumni is spread out all over the country, probably more so than other C-USA schools.
