If teams were banned from wearing the same color uniform as the playing surface, would that mean green unis would be banned on normal grass?

I think that's one reason the proposed rule didn't pass. If it had passed, someone would argue that Oregon, Michigan State, Colorado State, Baylor, Hawaii, etc. couldn't wear green jersey/green pants combos on green turf or grass fields.
Though it's a different issue with Boise because Boise has done its best to color-match the field color with its uniform color. It's not a different shade of blue, it's the very same shade.

EMU's stadium is 6.1 miles away from Michigan's Big House, they averaged 4,051 in attendance last year, their men's basketball team hosted a post season game this year and announced attendance was 373. If you're criticizing Eastern's turf color as just a cheap gimmick to get attention you're kind of missing the point.

You've got to keep in mind that Boise had a funky stadium to work with so going Blue mitigated that.
EMU has a nice stadium so Im not sure how going gray helps. Maybe alternating light green dark green field with gray end zones would look nice.
The key for EMU may be more sprucing things up over pure gimmick.

Several teams have grass fields with alternating shades of green (presumably the contrast is created by the way the grass is cut). The Oakland Raiders are one example. USC does it too but for some reason it's not as noticeable in person there, at least from the lousy seats they give to fans of visiting teams.
