For example, say ECU and UCF are 7-0 going into the last game of the season, yet one of those teams is 0-4 OOC and the other is 4-0 OOC, and the 0-4 team wins. Could that 11-1 (7-1) team get the access bowl even though the 8-4 (8-0) team won the conference?

"The highest ranked champion of the other five Football Bowl Subdivision conferences (the American Athletic, Conference-USA, Mid-American, Mountain West and Sun Belt), as determined by the selection committee, will play in one of the six New Year's bowls. Other available berths will be awarded to the teams ranked highest by the committee. The committee will assign teams to bowls."

The operative wording is "The highest ranked CHAMPION" of the G5, as determined by the selection committee.
So, the 11-1 non-champ cannot get the G5 bid. It can, however, still receive an at large berth.
When the Peach and Fiesta bowls host the CFP, there will only be one slot open for the at large in the Cotton Bowl against the G5 champion. The ranking that the 11-1 team would have to obtain would depend on where the B1G, Big 12, SEC, ACC, and PAC 12 champs are ranked, but No. 5 is guaranteed.
When the Cotton and Orange bowls host, there will be 3 at large spots for the 11-1 team and no. 7 is guaranteed and no. 12 could get in. When the Rose and Sugar Bowls host, like 2014-5, there will be 5 at large spots for the 11-1 team and no. 9 is guaranteed and no. 12 could get in.
