You can have a 16 team playoff with a reasonable number of games for everybody if you organize the season like this:

10 regular season games for everybody.
Conference championship games for some.
2 postseason games for everybody who doesn't make the playoffs.
Playoff games for everybody else.
12 games minimum for each team.
15 games maximum (with a month off before the playoffs) for the two teams that play in the playoff championship game.
So...why? There really is no reason to limit games. Jim Delaney types hid behind student-athlete class time publicly while continuing to lobby for a 12th game back when we only played 11 when the true objective was more money.
One thing is absolutely certain. The number of games will never be decreased. That could take away a cash cow home game for the P5 schools. As of right now it's already going to be possible for a single team to play 15-16-games in a single season which lessens the case for expanding the playoff due to player safety...
12 regular season games
1 game if they play at Hawaii
1 game for the conference championship
2 potential games in the playoff
So, a team with that schedule could play a maximum of 16-games as early as this fall. So, this season it could be Washington if they have a magical season.

The only thing I care about is gaining a legitimate opportunity to make the postseason (and I'm talking about the championship postseason not bowl games). And that will never happen with four teams. It might not even happen with eight teams.
The answer in my mind is simple...
16-Team Playoff
- 10 Automatic bids to conference champions
- 6 At Large bids selected by a comittee (we're already there)
- 12-game regular season
- Eliminate the Hawaii rule*
The maximum possible games is 17 but that's only for two teams and only one more than the current maximum. Four teams could play 16-games and eight could play as many as 15 games. That's out of a 128 programs.
I don't care if a G5 never gets an at-large bid in this case. The fact that we would be eligible for the championship would put us on as equitable ground as we could ever ask for.
*There is no reason to continue this rule to allow for a 13th regular season game to play at Hawaii. If it's really a concern there are other incentives that could be offered instead of an extra game (such as on additional scholarship in a year that you play there) though I'm not sure why its the NCAA's job to ensure that teams will play Hawaii. I feel like this is Hawaii's problem.

The top 8 conference champions would get a home game against the bottom 8 teams. Then the winners would advance in the playoffs while the losers could then accept other Bowl invitations.

8. Southern Miss
9. Boise State
10. Louisiana-Lafayette
11. WAC school (still don't know if they do football now...)

So in this, the first round matchups would be
Virginia Tech @ Alabama
Oklahoma @ Ohio State
Stanford @ Oregon
Michigan @ Florida State
LSU @ Texas
WAC School @ Houston
Louisiana Lafayette @ Ball State
Boise State @ Southern Miss
The only thing about this I'd change would be that the top 8 schools were seeded based off of top 8 conference champions, but the bottom 8 teams were based off of best teams. This way, Alabama is playing WAC School first round instead of Virginia Tech. While Va Tech may be the worst At Large, they may still be ranked #13 overall, which would have them traveling to Florida State.
Kinks to work out obviously, but I think this gives every conference an opportunity to be successful. Sadly, that's the exact reason it will never be implemented.
16 has always been my number......
