The hotel tax provided the backing for the new Baron Stadium.

In this, the city is just like a family in that a family saves for a vacation (or a new car, etc.), but then if something comes up that needs immediate cash, the vacation fund is used. Until the MPF becomes a lot closer to reality than it is now, the funds will have to go for things needed right now to make the city better.
