That's usually a result of them fielding decently competitive teams year in and year out - as of late - so you can't really fault them too much for it.
An ECU poster even started a Predict the C-USA Champion for 2013 thread in the C-USA board last year and every single Pirate fan who contributed selected ECU as the champion. As we all know, ECU didn't even make the title game as Rice beat Marshall for the championship.
This exchange between a Marshall and ECU fan sheds light on their homerism. The thread was about the UCF-Marshall game in Huntington.

....I've rarely ever seen ECU fans come on here and predict a loss to a conference foe. Why shouldn't we be confident?
Go HERD !!!
ECU football joined C-USA in 1997 and won exactly 2 championships over 17 seasons as member of the league (2008, 2009). In their 17 seasons, ECU had a winning record 9 times, a losing record 7 times, and a 6-6 record once.
During their time in C-USA, ECU appeared in 10 bowl games, compiling a 3-7 record with wins over 7-6 Texas Tech, 10-3 Boise State, and 7-6 Ohio.
The 10-win season last year was ECU's first double-digit win season during their time in C-USA and only the second time in the school's history they reached that mark as they went 11-1 in 1991 as an FBS Independent.
You can argue that their back-to-back championship seasons in 2008 and 2009 is what got their fans this way as they were all bark and no bite before then but the two rings somewhat legitimized them going forward.
C-USA Division Championships:
4 UCF (2005, 2007*, 2010*, 2012)
4 Tulsa (2005*, 2007, 2008, 2012*)
3 Houston (2006*, 2009, 2011)
2 ECU (2008*, 2009*)
2 Southern Miss (2006, 2011*)
1 SMU (2010)
1 Rice (2013*)
1 Marshall (2013)
*Won Conference Championship
A few thing, first it's Purple and Gold, not the other way around.
Second, competive teams year in and year out, "as of late"? Where have you been?
All bark and no bite? Please, check your history again.
1997 5-6, 4-2 in CUSA 2nd

2013 10-3, 6-2 in CUSA 3rd, 2nd East
Pre-CCG finish 2nd twice, 3rd twice 6 or worse 3 times
2005-2013, no worse than 5th overal and won twice. Divisional standings, 1st twice, 2nd 6 times, 4th once. That looks like being in the hunt for the title more times than not.
We aren't saying we are world beaters, but since joining we've been in the top 3-4 teams most years. We've choked several bowls games away, Marshall 2001, UK 2008, Ark. 2009 and had a few bad match ups. Maryland 2010, we should been in Nola, but went to the Military bowl, Maryland shouldn't have been in that bowl being 3rd in the ACC. But, it was BB's last year at FSU, so that jumped UNC and Maryland, UNC went to to Charlotte to prevent a rematch with ECU. But, we are the ONLY team batting 1000 in championship games.
Many fill that we are being slighted too much for being stuck in CUSA and not being taken seriously coming off a 10 win season. Yes, CUSA sucked, but outside 2 games we beat all them, destroyed most. Beat USM by 41, Tulsa 34, FIU 21, UNC 24, UAB 49, even FAU was 31-6 till the last minute of the game, ended 31-13. Some of those margins are just silly. We are confident, a few are cocky.
