California could introduce a mileage tax on cars
So tell me again how much money that Prius is saving you.

A new bill going through Sacramento would tax drivers for every mile they are on the road.

The state gasoline tax of 52.9 cents per gallon could be replaced with a "miles driven fee" of $0.05 cents or so per mile driven, under state legislation proposed by a Bay Area lawmaker.

State transit officials note that there's not nearly enough money available to fix the many bridges and roads in California that are in desperate need of repair.

A federal highway fund, based on taxes on fuel, is expected to run dry this summer.

“We've got to figure out how to pay for infrastructure,” state Sen. Mark DeSaulnier (D-Concord) said. “One philosophy is, if you use it, you should pay for it.”

Under SB 1077, introduced by DeSaulnier, a still-to-be-determined California city would begin taxing motorists in January 2016. The longer your commute, the more you would pay.

That may yet be a tough sell, but a $0.05 per mile fee could raise over $100 billion for roads in some parts of the state, the San Gabriel Valley Tribune reported.

DeSaulnier, who chairs the Senate Transportation Committee, says with more and more people driving fuel-efficient cars, gas tax dollars just aren't coming in like they used to.

It seems, what's good for the environment is not so good for the upkeep of our roads.

“You still have to pay for infrastructure,” DeSaulnier said. “The car isn't worth much if you're stuck in traffic.”

The mileage tax approach is already being tested out in Washington and Oregon, and if California lawmakers sign on, a "pilot program designed ... to replace the state’s existing fuel excise tax" could be in place by 2016.

Fernando Valdez drives 200 miles a day to get to his landscaping jobs all over the Bay Area.

“I think it would kill me. Too many miles,” Valdez said.

“I think they're probably going to make more people move and leave the state," motorist David Jones said.

While state transportation agencies are in favor of the tax, the Association of California Car Clubs opposes it, saying the tax is actually a fee that "can be raised anytime with a majority vote in the legislature and not with a 2/3’s vote as with a tax."

The bill would require state transportation officials to report their findings from the pilot program by mid-2017. From there, the state legislature would have to approve a separate bill before the mileage tax would be applied statewide.

I think this is a great idea, Californians don't get taxed enough. They need to pay their "fair share".

While I'm not a huge fan of this particular tax, we did just discuss in here a few days ago about diminishing highway funds. Something has to change since so much infrastructure money is coming from the gasoline tax.

I don't hate such a proposal if it replaces the gas tax as the article states. If it is in addition to, then no, they need to come up with something else.

Also, the tax should vary depending on the kind of car you drive. A motorcycle or a small car should not pay the same rate as a larger, heavier car that does more damage to the road.

What has to change? You don't think they get enough money?

The DOT has been sponsoring materials research for improved concrete and road materials for decades. What about that?

What about states increasing their tolls by 200% (or more) over the past few years? How about using that money for the infrastructure?

What about the money WASTED on light rail projects throughout the country? Money that has huge up-front construction costs, and then burdensome O&M costs for the rest of time? All while lowering auto mileage and the taxes they claim to need so desperately?

Shall I go on?

This issue is complete bull****. It's a shell game for governments to fund worthless pet projects while holding taxpayers hostage for the few services gov't actually promised to do.

Going across the George Washington Bridge from NJ into NYC costs $14. That money is funding the rebuiling of the WTC. The 2 tunnels from NJ into NY cost the same and I've heard the bridges within NYC also cost $14. Those who bitched the most were students (ironically from Columbia) who live in NJ because they can't afford NYC and have to pay more to get into the City.

I was thinking the same thing:

It does say to _replace_ the gas tax. However, this does seem kinda steep... basically .52 cents for a gallon of gas vs .05*x miles.

So if you get better than 11 miles per gallon, you're gonna get hit pretty damn badly... Can we bring back some of those "cash for clunker" cars?

I wouldn't be too sure of that. I have family living in Cali, and they stubbornly refuse to leave. But then, they're insane liberals who give me sh*t for NOT drinking the liberal Kool-Aid. I'd also like to think they're considered middle-class.
