I question these kinds of policies as well. But if we aren't going to excuse Americans using welfare then perhaps we should send the money where it is really needed.

Bush more than doubled the budget for the United States African Development Foundation during his years in office. He also was a huge proponent of helping African's with AIDS and other diseases.

In the grand scheme of things, the congress appropriates the money anyway.

While I agree it should be limited and controlled better, it most certainly should not end. It still provides us a huge international benefit, and it's what separates and distinguishes us from other countries.

It should definitely be limited. I have no issues with AIDS, Red Cross, malaria, and other humanitarian aid. I don't think we should be giving millions of dollars to foreign governments who will never share with their citizens.

Fit, you know good and well that this type of gov't to gov't financial transfer only works if you have honest officials running the place, which the Congo certainly does not have. What the Congo needs is military intervention. Otherwise, this is quite honestly a case of throwing good money after bad. If you get a chance, read Dead Aid which details why western donations ultimately fail.
