Obama's legacy: idiocy
Or is it incompetence? So hard to tell with him.

Incompetence would allow for the ideas to be good, but the execution bad. That's too broad a term for the Obama legacy.

Just so I understand correctly. Are you criticizing Obama for not acting sooner on Global Warming policies?
