This appears to be something that has been on the books for a while. Plus, I would think there are some other qualifiers that the article fails to mention. I wonder if the account is an American account that happens to be stored on a server in Ireland? To me, this case is different if the American account is digitally primarily accessed in America, but happens to be physically located elsewhere versus an Irish account located in Ireland and primarily accessed abroad.
