It means the field is recommended by FIFA.

Two Star is FIFA's top classification for artificial turf, but One Star is right up there, so well done. Btw, UTSA's new track facility is apparently unique as well. I'm not privy to any specific details, but according to one of our coaches, it's the only certified track of its kind in Texas, and only one of 8 in the U.S. It apparently has some kind of international certification.
