I believe the school's get to decide that. I thought that was the deal JP had with Black and Barton, they could transfer wherever they wanted so long as that team was not our schedule for the upcoming year.

Coaches and schools NEVER allow transfers within conference. And generally, not allowed to schools on the schedule.

The restrictions are more harsh than usual. Generally, restrictions only limit players from transferring to conference schools or schools on the upcoming schedules.
