It's not the name of the law, it is its content. They could have called it the Comprehensive Rate Adjustment Program and it would still be CRAP. You can put a tuxedo on a goat, but it's still a goat. This program hurts the middle class (those earning more than 125% of poverty level) and helps the 41%.
