Document Details P5 Effort For Autonomy-CBS-Sports
As I expected, autonomy for the power conferences (along with the changes in voting powers already reccomended) will be part of the coming NCAA governance reforms.


CBSSports.com has obtained a document detailing NCAA rules the power conferences would seek to change or amend in upcoming governance discussions.

The broad outline more formally recognizes those five conferences' desire to adjust rules dealing with agent contact, limits on coaching staff size and scholarship renewal.

According to sources, the document was distributed to college leaders by Wake Forest president Nathan Hatch, chair of the NCAA Steering Committee for Governance. That committee is overseeing the autonomy discussion among those five conferences – Big 12, Pac-12, SEC, ACC and Big Ten.

That is all fine and dandy but now with the Northwestern players saying they are employees, all that can be thrown out the window. Most of what they were trying to change is when they are still considered students....now that they are employees, not so much anymore.
The employee status isn't just a little ripple from pebble, but a car size rock that creates a big splash.

The following are all topics and deal with issues, but they don't address the autonomy. They are simply giving in to the concerns of the moment.

They all sound like they need to be dealt with except for the "lifetime opportunity fund." Why should athletes be given this exception? A regular student on scholarship doesn't get this. Now some schools already do similar things. I know Texas is doing this for a number of former athletes. But I don't see why this should be mandatory.


Among the topics addressed in what is labeled an “Attachment to Memorandum”:

-- A lifetime opportunity fund that would allow former players to complete their education after leaving school. It would benefit players who depart early for the draft or who don't graduate after their eligibility expires.

This point was mentioned specifically by Big Ten commissioner Jim Delany last summer.

-- Provide full cost of attendance to players. This long-discussed topic seems to a certainty in the future. Players would be given a prescribed amount extra in living expenses based on the cost of living in the particular college town.

-- Redefine rules governing agents. That's a preference of SEC commissioner Mike Slive. While Slive hasn't been specific about what those changes would be, assume that new rules would allow more contact with agents while players are in school.

Slive often uses the example of students in other majors having access to experts in that field. Why shouldn't an athlete be given the same advantages of a concert pianist who consults with great composer?

-- Meet the healthy, safety and nutritional needs of players.

Those first four bullet items had been previously mentioned among the commissioners.

New to the memorandum are these points the commissioners may want to change “if future circumstances warrant revision.” …

-- Addressing scholarships that are reduced, cancelled or not renewed at the whim of a coach. Coaches have been criticized for promising a full-ride in recruiting then have the power to cancel scholarships on a year-to-year basis.

In 1973, the NCAA went from four-year scholarships to one-year renewable scholarships.

-- Provide paid transportation for parents for official recruiting visits to championship events. (College Football Playoff, NCAA Tournament, bowls etc.)

-- Rescinding rules that inhibit a player's desire to pursue a non-athletic career. A Minnesota wrestler was declared ineligible last year because he posted music videos of himself online. NCAA rules prohibit a player from using his name or image for commercial use.

That rule seems to going away one way or another. Players' rights to their image and likeness are at the heart of the O'Bannon lawsuit.

-- Permit schools or players to get loans regarding “career-related” insurance.

-- Policies regarding athletes' time demands. Northwestern players were allowed to unionize, in part, because a National Labor Relations Board official concluded that players do devote at least 40 hours per week to their sport.

-- More flexible transfer rules.

That's pretty small potatoes, if those are the only issues on which the P5 will have "autonomy".

That's kind of like saying my kids have "autonomy" just because I let them pick which entree they want from the kids' menu when we go out to a restaurant.

So if conferences outside the P5 want to also implement these policies, will they have that ability? Or do these policies only apply to those in the P5?

This bit makes me chuckle, considering the bitching and moaning Florida State is doing about how much money they keep losing on Conference Championships and Bowls. They're losing money now, and the P-5 want to also pay for parents travel? LOL Okay, double or triple those loses!

The assumption has been yes---but I have yet to see a definitive answer from an official source connected to the reforms.

I am convinced that it is more likely that at some date in the future an issue will arise that has no easy compromise solution that creates an intractable and unresolvable difference within the P5 and a split will occur within the P5 than between a united P5 and the rest of the world or FBS vs. the world.

I would think that introducing the idea of autonomy among the P5 is a slippery slope that will only evolve into a breakaway at some point. As Lincoln once said, "a house divided agianst itself cannot stand." At some point, the Animal Farm idea that everyone is equal, but some are more equal than others will poison the water enough to force a split.

Yeah, I know MHver3 isn't much of source, but I post it because it kinda follows some thoughts ArkStfan has posted before regarding the idea that fractures are just as likely to occur between the P5 conferences as between P5/G5 conferences.

Didn't I see a quote from Delay stating that the B1G has no problem going to a D3 Type of association if things go to far with a pay for play and other stuff?
If the B1G & PAC12 did their own association I can see the MW wanting to be part of that and probably the majority of the conferences.
The B1G and PAC-12 will have no problem in my mind as they can take back the Rose Bowl for themselves again.

I think he's probably right that they are concerned. I would read it as individual schools. There are 7 private schools in the B1G, ACC and SEC who might consider going a different direction.

The union threat is way overblown.

Union. We want $500 a game on top of the scholarship for players who take the field $100 for those that dress out but don't play and $50 for players on roster who don't dress out, we want four year guaranteed no-cut scholarships and a shrubbery.

School: You can have the shrubbery.

Union: We will strike.

School: OK but anyone who strikes is off-scholarship, turn in your books and find some place to live and if you want meals, its cash only at the cafeteria and if you don't play the NFL scouts will go to a different game.

I don't think its the union threat but the employee threat.
