Good question - I was assuming she started her own company. If not I think the NY system is screwed up.

Maybe she is "incorporated"? Does that mean she has to cover herself with WC? Something about this sounds strange.

I bet you are right. She probably has people directly working for her and failed to buy WC for them. If so? She is getting what she deserves.
