I don't think there are any documented cases of anyone ever filling out a perfect bracket.

If I could win a billion dollars there would be the nicest on campus stadium in America placed somewhere on the campus at the University of Memphis.

Well, there goes my billion: (Official Rules) "is open only to legal residents of the 50 United States and the District of Columbia who: (a) are 18 years of age or older as of the time of entry and located within the 50 United States and the District of Columbia at the time of Entry (including United States military personnel or contractors entering from within a U.S. military installation."

Buffet's already said he'd offer somebody that made it to the final four with a perfect bracket 100 million dollars. You'd be crazy to let 100 million ride what will basically be three coin flips at that point.

Yep. Especially when the outcome can be unfairly manipulated by outside forces. With that much money on the line, it will happen.
