On IRS Targeting Conservative Groups…

A GOP-led House panel Tuesday released an extensive report that attempts to show former top Internal Revenue Service official Lois Lerner lied to Congress about her involvement in the targeting of conservative groups seeking tax exempt status.

Oversight and Government Reform Committee Chairman Darrell Issa, R-Calif., said the 141-page report “offers detailed evidence about steps she took to crack down on organizations that exercised their Constitutional rights to free political speech.” [...]

Among the findings in the report:

— Lerner, in emails to other IRS officials, wrote about ways to highlight the agency’s scrutiny ofTea Party applicants, despite secrecy laws, by provoking groups to challenge IRS rulings in a court case.

— She called for a Washington, D.C.-based, “multi-tier review” for Tea Party groups applying for tax exempt status. “A D.C. IRS employee said this level of scrutiny had no precedent,” the report notes.

— Lerner references “the fabulously rich and hugely influential” Koch brothers, who are GOP donors, in asserting that the agency needed to cautiously conduct a “project” scrutinizing groups seeking 501©(4) tax exempt status. The code references the tax exempt category conservative and Tea Party groups were requesting from the IRS.

— Lerner broke IRS rules by using her personal email account to handle protected taxpayer information.

— Lerner expressed concern that the Supreme Court ruling leading to the increase of 501©(4) tax-exempt groups would hurt Democratic senators seeking re-election in 2012. The IRS was expected to fix the problem, Lerner wrote.

I think before this is over, Lerner will regret she made the throw away comment "I did nothing wrong" before she invoked the fifth. Right now if they can show she did anything wrong, no matter how minor an offense, she could be charged with perjury.

I've noted ad nauseam that the IRS was wrong in what they did and how they went about it. It's only a scandal if someone at the WH told them to do it...which you'd never find even if it was true. And for now, there has NOT been one smidgen of evidence linking the WH to this whether you like it or not!

What happened is just what the IRS is. A clunky government operation that's big, powerful and mostly stupid. It's clear to anyone with a pulse that the majority of the 501c4 groups seeking status were right wing groups...so naturally the IRS would look for them before they looked for leftist organizations. And they did look at some leftist organizations as well. Unfortunately, they didn't apply the same standards to both, which they should have done.

When did you get selected to decide the rules on scandal or not? No one in the WH told the plumbers to do the Watergate break-in either. Thing is, there were actually some people of integrity still around that wouldn't tow the party line just because the Presidents affiliation said "R". Not so here, clearly.

Conspiracy theories? A month ago the highest political figures in the country said the scandal was phony, a GOP witch hunt. Now that something pops up you're trying to contain it to just one person in just one agency. We don't know everything about this scandal, but we will. And there are more scandals to be investigated.

If that's it, it's because a scandal has to involve bad motives, intentions, or orchestrated by a higher up. And there's nothing that came from above Lerner or someone else outside the IRS, nothing.

And as I've said numerous times, this is just SOP for the IRS. They don't always make the best decisions and they clearly didn't here.
