Cruz to Hagel: Why is Pentagon Funding Algae Fuel, Wind Turbines, But Not Troops

I don't have the answer. Hopefully because the research will one day allow us to be 100% free of foreign oil and we won't have to send troops to other parts of the world to secure it.
