What seemed to happen during the last "stimilus" that involved construction projects was that many, if not most of those projects that actually did happen, were already going to be done with other funds. What occurred was moving money around. It takes years to conceptualize a construction project, plan it, engineer it, etc.

It only takes "years" if it is a new build. If they are going and retrofitting a existing building, it could take as little as a couple months to have the drawings made and the calculations stamped.
