Their decline began with the hiring of Kim Mckulkey by Baylor.

LaTech Assistant coach Kim Mulkey was named HC at Baylor in 2000.

More likely, the Lady Techsters' decline when their longtime head coach Leon Barmore retired in 2002.

I'd put it a little later than that. Kurt Budke (may he rest in peace) was the La. Tech coach while I was at Rice, and I thought he did a solid job. They weren't a top-5/10 team anymore in those days, but were usually top-25, and an NCAA tournament lock regardless of whether or not they won the conference. He did well enough there to get hired by a bigger program.
