It isn't that complicated. If he didn't have health insurance in 2013 because he couldn't afford it and he was able to get it in 2014 because he could afford it with the subsidy then he has coverage. Some plans include routine eye exams. It isn't a requirement under the ACA except for those under 18 but that doesn't mean it isn't on some of the plans. I think my plan (not from the exchange) includes one, but I have never used it since I have a separate vision plan.

No it isn't complicated at all. Because, since he lives in the South Central-Western part of Kentucky, its not hard to figure out which individual health plans are available there to choose from that would pay for routine eye exams for an adult.

And the answer is none.

There are exactly two insurer choices for someone who lives around the Bowling Green area of Kentucky that are available as ACA compliant individual health plans. Assuming he didn't have coverage before as he states, this assumes his employer didn't provide it (if he's employed). So his circumstances indicate that we're talking about him buying an individual plan, if he bought something that was available now that hadn't been before. One insurance choice for this is Anthem Blue Cross Blue Shield. The other is the Kentucky Health Cooperative.

Neither would cover routine eye exams for someone who is over age 21.

My guess is he's a student and under 26 so he's on his momma's plan.
