Maybe I am being an academic snob, but how on earth is a 400 college literate?
It sounds like the 400 is just for that section of the exam. I don't know how the SAT is graded, but an 800 overall sounds about right as the minimum threshold.
It is for one section (The minimum you can get in a 400 on the old SAT and 600 on the new one). Still, a 400 seems to be well below "college ready" in my mind.

That's why I stated that I wasn't sure how it was scored.
Let's say a 400 score on a section equates to a 33 percentile score (since it sounds like the minimum you can actually score is a 200), I don't think that is so absurd to say that you are at the MINIMUM level for entrance to some college in the US.
I mean, I scored something around a 660 on my reading SAT, and that was something like the high 80s, or low 90s percentile. That means there are obviously a lot of people sitting below a 600, which isn't too far off from a 400 (unless the grading gets crazy).

So yeah, a 400 sounds about right as a minimum.
