The implication here is that Engels had a past relationship with Martin, hence his move. Not much more than that.

I talked to Engels on numerous occasions since Fleck took over, and he always had nothing but great things to say about Fleck. I went to H.S. with Engels, knows my parents... I tend to trust him when he says these kinds of things to me.

Yes, I "cheer lead" for my school. I've admitted it before many times before. I'm still in the same room with these people, ask the same questions, and get all of the same answers.
