It didn't, actually. But certainly could have. Since Wisconsin got to go to the B10 champ game, despite being 3rd behind those two, and surprisingly WON the game (thus got to go to BCS Bowl), that would have allowed NIU just having to be in the Top 16 since Wisconsin was barely breaking Top 25.
However, NIU was ranked right above Louisville who was to win the Big East -- That, along with being over Wisconsin FAIRLY let them in, if NIU's ranking at #15 was a fair ranking.
It's not some wtf exception At All. If #20-something Wisconsin gets to go due to being head of their conference, and #18-20 Louisville gets to go due to being head of their conference, it's a 100% fair assessment to let an even Higher ranked team in the Top 16 get to go due to being head of their conference, regardless of what conference it is.

Yes, they did, counting the Motor City Bowl, which should count. And BGSU only lost to Ohio State that year by 7, and their only two other losses were to Miami-OH w/ Rothlesberger -- twice (who I believe came to ~#10 in the country).
2003 was the Year of the MAC. We beat the p!ss out of BCS conferences in OOC play.
Last year, IMO, was seemingly the closest to that, but we bombed our bowls so it's not even comparable, really.
In 2008, we were 0-5 in all bowls.
In 2011, which I would put as #2 Year of the Mac -- we were 4-1 in bowls -- our best bowl appearance and ONLY above .500 bowl record since we were having more than 2 teams going to bowls.
IMO, NIU could have and should have been better. Lynch ran like a banshee against WMU but they were humbled somewhat by that soon to be 1-11 team. Lynch threw worse than WMU's really bad QBs. Against BGSU -- that was obvious, and against a team with the same level of D -- again, failed to prove himself in the latter part of the season.
BGSU? Too skitzo whether it be between one game and another, or within a game. Really odd team.
Ohio? They SHOULD have been much better. Good OOC wins, and their opening collapse against Louisville. Then having a few decent wins in the MAC (good margin of victory over should-be easy wins) but also getting beat by CMU and also collapsing in other games. They should have been a solid, disciplined team playing well each game on both sides.
Toledo? Owens took a turn for the worse, as he didn't improve but got worse later. They should have been more solid. Giving up 40 points to Buffalo in the 2nd half? Wow. Then losing to Akron showed how they went below-par on what they can do.
Kent State? You had Dri Archer. Yes, last year your wins were riding off of turnover creation, much like Buffalo's team several years ago. BUT take that away, and you were still a decent team. Not this year -- you dropped like a freaking rock. Thanks for making the MAC look swell - lol.
WMU? OMG, don't get me started. PJ Fleck, even if not a good coach but a good speaker -- it's not rocket science to be at least an OK coach, even 1st year on a team that has some talent. It's not like he took over UMass. He was taking over a team that would be 5-7 to 7-5 depending on luck, coaching, and development. MAYBE 4-8 at worst if the conference was up to par with all teams (which it was not) + the injuries they had. Instead, PJ has WMU lose to a D1AA bottom feeder -- at HOME, for his home opener. And to not come close to beating teams, except more near the end of the season where they could compete with sleeping teams (or EMU & UMass). Made the MAC look worse.
Miami-OH? NO excuse to be THAT bad. NO Excuse. Wow. Be a 3-9 team, not a pathetic deadbeat of a team.
What has helped the MAC?
- Ball State : Very good, solidity, consistency
- Buffalo : They have their issues of not being up to par, but compared to expectations coming in? Helped the conference them being a decent, competitive team.
- Akron : Moving up from Miami-OH levels to be competitive in many games and to be close to .500!
