I enjoyed the article, but it left out probably THE MOST IMPORTANT difference between the two cities. Atlanta is the state's CAPITAL so that state's legislators can't take the advantage of being 100 miles away from its largest and most wealthy city/county while legislating to do it (and its state university) harm. They have to stand up right there in Atlanta to do any dirty work to that city.

How would they vote to deprive that county of 1/4 of its income by repealing a legally passed tax as Alabama's legislature did to Jeffco in 1999 (the occupational tax) had they had to do it IN B"HAM?

NOTE: Losing that income led to much of the tax and interest rates based loan shenanigans that resulted in some of the Jeffco's corruption convictions that later became (in)famous.
