I think you're looking at the order of events wrong.

You don't need it before you enter, you just need to let them know that you'd build it within a year or two of joining. Considering the future cash flows of being part of a Big12 TV deal, it wouldn't be hard to make that happen.

They could even demand we only host two or three Big 12 games at Huskie Stadium the first year or two and one or two at SF, while it gets built. I'm sure a Texas or Oklahoma would be alright with a Soldier Field game in that scenario.
Per NCAA rules we can not play more than 1 game at a neutral location and we have to have 5 games at Huskie Stadium...unless we play all but 1 game at Huskie Stadium and that is NOT happening.

UMASS is a special situation since they are transitioning from FCS. Next year they will have a split home schedule.

Really we wouldn't host Texas or Oklahoma every year so one game could be at SF in those off years but seriously it's not needed for anyone else once we would have a skybox and second deck on the East side.

So how big of a jet would the runway at DeKalb Taylor be able to handle? A 747? Could you put a whole football team on a jet to fly there?

Surprisingly, DeKalb has a 7,025ft x 100' runway.
Midway's biggest is 6,522ft x 150'

Southwest uses 737's so one could land at DeKalb without a problem. And that is all my knowledge about airplanes

You guys are hilarious.

FYI, the airport in Athens, GA is so small that football teams either have to use 3 or 4 smaller planes to take off/land, or drive 90 minutes to Atlanta. Doesn't seem affect their standing with the $EC.

And don't teams going to/from WVU have to use Pitt's airport? Or some airport that's like an hour or 2 away?

Well, it just won't happen. You can build up an airport all you want and unless the airlines want to use it, it won't happen. Case in point, Gary and for that matter, Rockford.

I spent many years as a pilot for fun and business. DeKalb's issue with 737's isn't length, it's surface - can it handle the weight? And, I really don't know what they designed that stip to handle when they built it years ago. Still, even if it can handle that kind of A/C right now - charters - yes, commercial - never. It would take a Hooters Air or something similar for any kind of commercial service and DeKalb is just not in the cards there. DuPage would be 1000 times better for that kind of operation and they can handle that traffic right now.

And, the FAA would never certify an airport to handle anything close to commercial service unless it had the emergency equipment staff to handle a mishap (crash). Imagine the Sycamore and DeKalb FD's responding to a 757 broken in pieces with maybe 180 people or so spread out all over the grounds. Ugly.

Still, on a charter basis, I believe they could make it happen.

And, yes, basketball has chartered in a number of times but those are usually twin engine prop jobs that will carry upwards of 30 people. Big difference.

You would have to be sure the width of the runway is adequate too.

That depends on if a 100 wide is enough by FAA standards and how the runway is structured. It might not be able to take the weight of a 737/747. actually doing some searching the normal with requirement is 150ft but can be 100 under certain conditions:

For normal operations, the 737 runway width requirement is 45m, but yes, it does operate on 30m under certain restrictions. These vary between countries and airlines, but typically include:

Limitations:
- Minimum runway width 30m
- autoland is not allowed
- specific approval by Department of Aviation and Chief Pilot
- more restrictive cross wind limits, visibility requirements and crew qualifications

Well, from the site I posted, it says it can accommodate DC-9 and 737 type planes so I would assume that it can handle the weight(though it doesn't say loaded or empty). It also probably isn't optimal for it to handle those planes and is probably best suited for flying teams in and out on occasion(Huskies and opponents). But yeah, there is more to it than the runway itself. You have to see what the FAA rules are, do they have adequate emergency teams etc.
