The article says Rice had the higher BCS ranking, so you seem to be incorrect.

Only one thing for Marshall to do...Go in there and scorch the earth! I wish the game had been in Huntington, it would have been a sell out, jam packed stadium. Rice fans have not been showing up in large numbers for their home games. Hope they at least play their part this saturday.

The article says Rice had the higher BCS ranking, so you seem to be incorrect.
Marshall had the higher BCS ranking in many of the national rankings, but since those rankings are designed for Top 25 rankings, C-USA came up with a new formula to determine the host using BCS criteria. But they botched the numbers and it gave Rice the advantage.
The aforementioned article is propaganda straight from the conference offices...which are located in Texas.

I don't read it that way. There are not multiple BCS rankings. There may be estimates, but they can't be ahead in "many of the national rankings" and be significant.
Only one ranking matters - THE BCS Ranking. The BCS Executive Director signed off on the results, so Marshall got what they deserved.

This sentence doesn't make any sense. There's only one BCS ranking. How can they have different BCS rankings in "many national rankings"

Because after the Top 25, the BCS rankings don't matter. It's only designed for the Top 25, so most of the major outlets add their own formulas to determine the rest.

Marshall is 33, Rice is 48.
C-USA used a different formula to "equalize" it out since most national BCS Rankings discredit those not getting Top 25 votes.
But they didn't equalize their own data before doing it and counted all computer polls instead of diving by 5 to make equally weighted with the Top 25 points that Marshall got.
