The economy is so bad that even White Castle can't make it in Toledo. Although they do have a Waffle House.

White Castle Closes
The Waffle House is being funded by tax dollars as part of the "Renovate Toledo" project. They thought it would help add to Toledo's image.

Correction: 15 times, rule of thumb is on average it takes 3 attempts to explain any joke to UT grads.
