An OCS isn't the only new facility UAB needs, and frankly, not among the facilities UAB needs the most.

It's not uncommon for a capital campaign's silent phase to stretch out for a year or two so I don't think it's some accounting gimmick to include the facebook donation regardless of whether its already been spent or not.
