I would add Rice to make a top three with ECU and Marshall. Their only two losses were to BCS schools, with one being Texas A&M -- although the second loss was to struggling Kansas.
There are several teams that I believe will continue to improve. In the next couple of years I see UTSA, Rice, North Texas, LA Tech, Middle Tennessee, Western Kentucky, Marshall, ODU and possibly Charlotte becoming the consistent nucleus of a much stronger conference, with three or four of these teams being exceptionally strong in any given year. I think there is still hope for USM to return to its more traditional role in the conference, but I am beginning to have some doubts.
For the foreseeable future, I believe FIU, FAU, UAB, and UTEP will remain perennial cellar dwellers much like Duke, Wake, and UVA in the ACC.
C-USA is clearly rebuilding its football brand. I see a lot of potential in this group of schools, but only time will tell if that potential is realized.

Western Kentucky is very good. They crushed Kentucky this year and manhandled Navy's TO. Only getting better under Petrino.

Wait, do they? I've seen them a couple times this year, don't remember running the triple option. Certainly not primary scheme. Right?

I love the Cowboys. Why? Their yearly struggles, despite having big names and a good QB, are absolutely hilarious.
Here's a little tidbit to chew on: kids who are now coming of legal driving age have witnessed just one Cowboys playoff victory during their entire lifetime.
Some teams are bad because of injuries. Some teams are bad because of a lack of talent. Some teams stink at drafting. And then there's the Cowboys, who do not fit into any of those categories, yet their fans have their dreams crushed every year around December or January. Gotta give the fans credit, though. They certainly don't back away and they come into every year as energized as anybody.
