From what I've seen, it is a college all-star game. We had a high school all-star game in 2010 on New Year's Eve (Johnny Manziel and Marcus Mariota played) but it was terribly marketed and had bad luck.
They played at 6 on New Year's Eve (same night as South Carolina's Chick-fil-A Bowl game and same day as Clemson bowl game), had bad weather before the game (cold), the press conference for the game in August was canceled due to rain, and the marketers did almost no advertising. The game was also buried on FCS.
The only advertising they did were a few ads on the local sports radio stations and some in the newspaper. Maybe 500 people showed up.

Aside from not being a big fan of football all-star games in general, I think we have a winner here. Great city (understatement). More interesting than a lower tier bowl. A chance to see your favorite players in action one more time before the season ends.

But folks don't travel to all star games (other than friends and family). A bowl game would've been nice.

Does this mean we have 37 sanctioned D1A bowl games or 38? If 38 that means there must be 76 bowl eligible teams which going forward will be a very tall order with all P5 conferences except the SEC no longer playing FCS programs.
Unless some teams get to play 2 bowl games?

Yep.
A new bowl in Charleston makes Coastal Carolina to SBC talk heat up as they would have a local school for the bowl game along with Georgia Southern.
Most likely the representative conferences will be CUSA-SBC. I know the MAC is working on a 6th bowl game with a power conference instead.
There is going to be some shuffling of bowl games in another 3 years or so. CUSA I suspect will be taking at least one of the MAC bowls in Alabama by that point.

For 2015 there are 40 bowl games.
Since 5-7 win teams back up if all 6-6 win teams are selected, conferences can justify as deep as what they've ever supplied a 6 win team for. Last year there were 8 teams with 5-7 records. Six of those were in power conferences.
The bowl saturation point then may be as high as 45 bowls.
The MAC is moving back in the direction of aligning with super low P5 picks in its backyard again. When it was done before with the B1G what happened was the B1G wouldn't qualify and you'd end up with a 6-6 SBC team. This time around with the majority of 5-7 teams from a power conference that would be selected on the basis of APR to go bowling at 5-7 the substitute team would most likely be 5-7 team from a P5 conference.

CUSA is a possibility. Right now their Tucson deal is one year only but renewable. But ACC is shopping for a deep tie.
Remember SEC placed 12 of 14 last year.

Thanks for clearing that up for me, I was not sure how many bowl there actually are. 40 means that when P5 teams no longer schedule FCS programs, there will either be teams with 5-7 records in bowl games or teams will accept multiple bowl bids. 5-7 teams in bowl games is a joke. There are 500+ teams in FCS, D2 & D3 with 80 total playoff bids.
How many fanbases of teams with 6-6 or 5-7 records will travel for a bowl game? These bowl games do little but make $ for the sponsors, host city and create job security of D1A head coaches. Make a bowl game and you are almost guaranteed either keeping your job or getting hired by one of the few(48) programs who didn't get a bid.

5-7 is the very last contingency on the ladder, and its only if the school is in a certain level in the NCAA academic ranking.
And only one conference has an AD agreement against FCS games. There is no sign that this will be repeated by the other four.

You won't get any argument from me that the bowl system is a scam, forcing teams to buy tickets, hotel rooms, etc...Most schools/conferences lose money
That said, I won't ever complain about the number of bowl games. Love watching them over the holidays.

The rule is:

... so it would be misleading to spread the simplified idea that "5-7 teams back up if all 6-6 teams are selected."
