Exclamation Board of D-I reps formally proposes Division 4 for NCAA
http://www.cbssports.com/collegefootball...4-for-ncaa

FBS includes 126 football-playing schools that encompass 10 conferences (SEC, ACC, Big 12, Pac-12, Big Ten, Conference USA, Mountain West, Sun Belt, MAC, and American Athletic Conference).

The FBS board of directors would include one CEO from each of the 10 leagues. The voting powers of those 10 may or may not be weighted toward the BCS leagues (Pac-12, Big 12, SEC, ACC, Big Ten).

They are trying to separate from the Basketball only schools that seem to hold back the football schools.

I wonder with this if you may see the Sunbelt get flooded with applications from schools that are FCS (1AA) wanting to jump before the division.

I wonder if the Big East schools (now a basketball conference) just got marganilized. What will happen to March Madness will it be both Division 1 and Division 4?

(edit) I read the whole proposal on the website, they don't want to have separate championships for any sports, except football. So the basketball, baseball, etc will still be the same.

Not sure they are thinking those things through. If we are gonna compete for the same championships don't Div 1 and Div 4 need the same rules. So this will effectively only be rules tied to football that will be different?

"What will happen to March Madness will it be both Division 1 and Division 4? "

You can bet it will be in the best interests of the more powerful FBS schools, even if they suck at basketball.

If they are going this route, they should extend the "federated" proposal to the sport level, not to the institution level. Then, let the sports divide up into divisions 1-4. This is going to totally screw up basketball.

It's a proposal, it will be interesting to see. Their main gripe is that with the Div 1 structure and governance and too much committees to study the feasibility and it getting overly influenced by a school with a super small budget and not wanting to fund anything.

I think they really want a more effective, efficient, and simpler Div 1 structure, but can't get that with all the non-football schools holding the FBS schools from achieving it.

& they thought they couldn't get it with the non P5 football playing conferences either, however now they know that the other conferences are actually needed.

I think they should decouple football from the rest of the sports. It doesn't make sense to pull track and field out of the rest of the college athletics world just because Alabama and JSU are in two different worlds in football.

Interesting concept. I wonder if it would still be the top 5 pushing down the bottom 5 or if, with less schools, they would work to help prop up the bottom 5 for a better overall product for everyone?

Perhaps someone can enlighten me:
In terms of football, is there any difference between 1A(FBS) and the proposed D4? I mean can't they just change the 1A designation to D4 since the same schools are involved and change the policies?

Except that whatever rules transcend the differences between I-A and I-AA will no longer apply. Some rules are common to both subdivisions and don't apply to Div II and III. This will break that link with I-AA, too.
