If thats the case (and I don't think its even close to being the case) then just have 2 separate conferences. Not sure about the advantages of having a SW/South conference and one on the eastern seaboard in the first place. Both "would be" conferences should be able to find enough schools for 14 teams in either region.
And truly, just where are UTEP, Marshall and USM going? UTEP's president has said several times she doesn't want to leave the Lone Star State and its burgeoning population to go mountain goat hunting in the MWC. Most of their alumnus base (and potential monies for their school coffers) are in Texas--not Wyoming.
CUSA/Big East/AAC/Etc, Etc, Etc... Throw all the schools from these 3 conferences in a fish bowl and take your pick because after all is said and done---we're still on the same G5 ship and on the same mezzanine level. Now if re-arranging a few deck chairs from time to time does it for you then so be it, but lest all have forgotten, none of the schools from any of the aforementioned 3 conferences sent a team to a BCS bowl last year; that honor went to the MAC and Northern Illinois who went to the Orange Bowl.
Still cannot remember seeing so many class-conscious social climbers as I see on this forum since my days of partying and rubbing shoulders with real, bonafide Texas movers and shakers at the Petroleum Club and Fort Worth Club in the ol' Davis Bldg, both in downtown Fort Worth.
