The NCAA / FBS proposal boiled down a bit...

I finally had a chance to read it and I confirmed with UB's FAR rep that this proposal is authentic although in the very-very beta phase.

The document you have is one provided by the 1A FAR Board of Directors in response to the request for input. The NCAA Division 1 Board has scheduled a wide range of participation in an October meeting and then a full discussion involving all of Division 1 at the NCAA Annual Meeting in San Diego in January. Is money a part of this move? In that it funds schools, and Athletic departments sure. Chances are you go to your job every day for money and not for some higher calling. But the governance issues bringing this potential split up runs far deeper than TV, full cost of attendance, or bank accounts.

From the timeline of the article that you've produce it sounds like the final proposal on D4 won't be drafted until the outcome of the January meetings.
Then from there it will probably be voted on April of 2014.
Interesting how the discussion within a year has shifted from the CFP to a new NCAA governance model. A lot has changed in the past 4 to 5 years.
