Retention & Engagement Big For Noland
My guess is that with Brian Noland, ETSU will see some rather dramatic changes over the next decade -- out with the old culture and in with the new.

He's cleaning up athletics which helps campus life, it's time to make the dorms a legitimate option for students. It's also time to require first time freshman, whether they live close by or not to LIVE ON CAMPUS. Get off the tit, move to a dorm.
Customer service there is huge. That witch in the graduation office needs to be put out of to pature with Barbie and Dave, as well as most of the lazy asses in the Bursar's office. Anytime I was ever in there you'd have about two people working a window and the rest were playing on their computer, sitting around talking about the weekend plans, etc...
It's sad, but he's gonna have to micromanage and babysit until these folks get it and do their jobs.
It's nice to see though that he is aggressively trying.

Making them live on campus would drastically reduce enrollment, by 10% or more I would say. I am extremely critical of college students not "growing up", and basically never living the college life. However, one must realistically look at the local student base. A requirement like would drive students to liberal arts colleges who offer a bachelors degree in 2 years, or to a community college for the first two years. It would also destroy the rental market that is catered to college students, which is helping with our local economy. Terrible idea- you cannot create policies that force people to grow up. That comes from themselves and their upbringing.

I have never been a fan of making freshmen live on campus. complete and total BS.I am adult and I am paying you a hell of a lot of money to attend your school I will live where ever I damn well please and not let you force me to pay you more money to live in a crappy dorm.

UTK 1) has a different student population base than ETSU and 2) has to do that to control the parking situation. With the new parking garage, we will not have a parking issue. In fact we have never really had a significant parking issue- just people too lazy to walk the required distance.

Lets move on from that idea. Unless you want to displace non-freshmen, there isn't enough on-campus housing to require that first-time freshmen live on campus. There are approximately 3000 beds and the occupancy rate for ETSU housing is in the 92-95% range. As it is, most fall semesters students are housed in hotels as they wait for a spot in ETSU housing.

When I went to UTK, freshmen had three rules.
1. They lived on campus unless they lived with a parent
2. No cars allowed on campus as a freshman.
3. Required a meal plan.

Living on campus was for life experience reasons, I forget how they worded it exactly, no cars were due to parking and you had to have a meal plan because most of the dorms didn't have fridges and you didn't have a car to get to the grocery store.
ETSU has always been a commuter school, some people say it's why "ETSU Pride" struggles.
And I do agree, ETSU didn't have a parking problem, it had a walking problem. This garage will certainly eliminate any issues with parking, though students will still complain and truthfully a second garage on the opposite end of campus wouldn't hurt.
It's gonna take some unpopular moves and things people maybe don't like to change the culture there, but whatever works. Look and see what the peer institutions do and follow it to the letter.

Freshmen don't have to live on campus at UTK. If their home is within 50 miles of campus, they can live there or on campus.
