Who know, he could have been looking for a leak in the roof, doubt it,
but could have been. Still no excuse for cuffing his hands behind his back
and pulling him down the stairs with his head hitting every step.

I don't know specifically what training the Phoenix PD has to go through in order to carry a badge, but if I had to guess...

Ya know one of the aspects that pisses me off here...

Tazers should be seldom used tools by police but because its "non lethal" crop shoot them when words are more called for.
