In the NFL the home team gets the choice of jersey color. I believe that you're right about informing the league of the choice prior to the start of the season. There are additional restrictions regarding alternate jerseys. I believe that it's a maximum of twice in the regular season and not at all in the postseason.

You are probably right about this, the Carolina Panthers only wear their light blue twice every season.
