I remember it like it was yesterday.
It could've worked, but the the idea of a 16-team league was just too radical, too different, for that time. I don't think any league of the NCAA had more than 10 teams at that point in time. The expansion of the Big Ten to include Penn State -- thus making an 11-team conference -- seemed edgy when it was first announced. Obviously, things have changed a lot since then.
It's interesting to look at that list of 16 schools and see where they are now. Once the currently-scheduled changes take place next year, you would have:
ACC -- 7 (Boston College, Florida State, Louisville, Miami, Pitt, Syracuse, Virginia Tech)
American -- 5 (Cincinnati, East Carolina, Memphis, Temple, Tulane)
B1G -- 1 (Rutgers)
Big <XII -- 1 (West Virginia)
C-USA -- 1 (Southern Miss)
SEC -- 1 (South Carolina)
