This is where the 75 school # came from.

They talking points were:

-A Federation by size, scope, and equity brought to the system: "We have a about 75 schools that win 90% of the NCAA Championships, and then we have whole bunch of other schools that don't look much like those in our league"

-Separate governing Federations for each sport: "It is probably unrealistic to think we can manage Girls Field Hockey the same way we do College Football."

Testicletore and Palmer then go on to discuss the inevitability of the Power 5 breaking off to form their own "Super Division". Says that if NCAA does not give more weight to the votes of the Power 5 conferences on important football issues then the P5 should break off. "There is no way a Division 2 schools vote should carry the same weight as UT or Alabama

I take it that they are referring to Division I-AA as Division II

Nope. According to Testicletore and Palmer, a Division 3 school that doesn't even sponsor football has the same voting power as UT or Alabama when it comes to stipends and other collegiate athletics issues.
