Note: my list is based on a combination of history, school commonality, and geography (both closeness to the school itself, and closeness to my own location for ease of tailgating), with unequal weight being given to each. In other words, BC ranks higher than Georgia Tech because it's closer to the University; Miami ranks higher than Florida State because we've played them more; and Duke ranks higher than UNC because the former is a fellow private school.
Obviously, a particular school having a high ranking in a given year might vault them up the list on a temporary basis, but this would be my "all things being equal" long-term list. I'm generally not in favor of making lists like these based solely on ranking mutable "brand names," recent results, short-term success, or only very recent history with each other (another reason I loathe fellow Syracuse fan's proposing L'ville as our permanent basketball rival instead of BC or Pitt).
I agree that BC and Pitt are our primary rivals, Duke and UNC will be our secondary rivals. UL is (obviously) very good, but will never be anything more than just a game of substantially heightened interest, no different than if Miami, Wake, NCSU, FSU, or GT got/stayed good.
Even ion football, I think that our primary rivals are BC and Pitt with Miami and ND as our secondary (and one-way) rivals. Virginia Tech, FSU, and Clemson will be games of extremely heightened interest.
My list is:
1. BC - A lot of history and the two schools are similar in almost every way.
2. Pitt - A lot of history and similar football profiles. Both schools have long and proud traditions.
3. Miami - A private school with an excellent football tradition (since 1980) and nostalgia from Miami v. Syracuse games of the 90's.
4. ND - The single most storied team in college football.
5. VT - A strong team with a legendary coach with 90's BIG EAST nostalgia to boot!
6. FSU - FSU seems to be within grasping distance of a national championship every year. A chance to hold out own against on of the nation's best is exciting.
7. GT - Excellent academics and an excellent football tradition. Someone called it the southern Pitt, and I think that they were right.
8. Clemson - Clemson is undeniably a solid team and has one of the most exciting traditions in the NCAA.
9. UNC - UNC has a tremendous amount of potential. Historically UNC has been hampered by a basketball emphasis, 3 other BCS teams in the state, and the University of Tennessee within throwing distance. However, with a renewed interest in football and a weak Tennessee, UNC might just realize its potential.
10. UVA - UVA has excellent academics and is almost the epitome of ACC football. It is another ACC school that has a tremendous amount of potential.
11. UL - UL is coming off a Sugar Bowl victory over #3 FSU and has one of the most exciting athletic programs in the ACC.
12. NCSU - After our basketball game @ NCSU two years ago, NCSU fans seem pretty upset with Syracuse. If nothing else, that should make the games really, really entertaining.
13. Duke - Duke is a private school with excellent academics and a basketball rival waiting to happen.
14. Wake - WF football has been extremely competitive as of late, and the idea of two private schools going at it in competitive DI is extremely intriguing.
