I doubt those are the divisions. I think we ge true geographic divisions like with s potential modification or two.

North: UConn, Temple, ECU, Navy, Cincinnati, Memphis
South: USF, UCF, Houston, SMU, Tulane, Tulsa

or

East: UConn, Temple, ECU, Navy, USF, UCF
West: Cincinnati, Memphis, Houston, SMU, Tulane, Tulsa

Guys. Navy will be aligned with the private schools (West). Cincy will be aligned with the East.
