Some of this information is bad. Both the Big 12 and Big 10 have signed on to rotate playing in the Heart of Dallas Bowl. I wonder how much research the guy at Sports Illustrated really did before creating this list.

With the SEC and ACC each looking at 10 bowl-eligible teams pretty often, and the AAC looking for any decent bowl they can get, the Liberty is the biggest question mark on the bowl landscape.

For the Big 12, it's pretty close to their footprint, in a fun city, in a big stadium. The Liberty Bowl is a better option than the Independence Bowl, or a small-campus-stadium bowl like the Armed Forces.
