Definitely for schools. In tornado country, any building rebuilt with federal disaster relief money should require tornado shelters as part of the reconstruction plan...
I thought so too Bit, but found out that the whole state rests on what amounts to solid bedrock. They say the undertaking is both difficult and costly. If that's the case they they should earth berm shelters on the east side of the buildings and make the shelters out of steel.
They drill for oil through that bedrock. Have they never heard of dynamite? Blast a good sized hole in the bedrock, build a shelter, and the building over the top of that. Set a steel reinforced concrete base floor at ground level and it should withstand the storm, no matter how big...
