there's only one governing body for college sports and that's the NCAA and the power conferences (a.k.a. The Cartel) control this body. The Federal gov't won't make far reaching rules regarding this issue because of 'states rights' concerns, and you obviously will never get all 50 states to agree on anything.

So if and when the NCAA (i.e. the cartel) decides to pay their athletes, they will; they just have to figure out a way to do so without being sued by the have-nots....you know, the krazy schools like Rice.
