It's great news that he's back on a roster. I'm 100% confident he can be successful in the NFL...however, Arizona is a tough spot for any WR. Even Larry Fitzgerald struggles

Carson Palmer was essentially a league average quarterback across the board (better YPA and sack rate cancels out his slightly worse INT%) while he was with the Raiders so he should meet your criteria for semi-competent.
