Hoping for no expasnion, but I can't emphasize enough that I don't think these divisions were made in the slightest for expansion. This was a) a reaction to the huge negative reaction to the last round of expansion and b) an attempt to maximize conference games against each other while in a 14 team set-up.
Inner-outer might have seriously been considered last time, but there was so many complaints about it being confusing and why not do east-west, that I don't think they wanted to go through a non-geographic approach again with all that critism. That left east-west and that meant coming up with an approach that minimized crossovers, especially for the Ohio State/Michigan (whom everone in the west still wants to play). That meant Purdue, not Michigan State had to go west.
Purdue/Indiana are the biggest loosers this time in my mind though. Even after 9 conference games start, they'll only play 2/7 the other division (besides each other) each year.

Between Indiana and Purdue, Purdue is the bigger loser. They do get to play Illinois every year but their in state rival gets access to the East while Purdue is pushed West. Indiana got the better end.
I can understand why you don't see this move as a boon for expansion, first off, you dont want to see expansion happen. Secondly, it does do all that you say it does but that doesn't mean it cant do even more.

Can't agree with that since Indiana is not a football power and never will be thus they will get their brains beat in being in the tougher division. Purder has had more recent success than IU and being in the weaker divsion will give them a better chance of winning it.

Iowa is the equivalent of Penn State?
Michigan State is a football power?
Wow. I'm not under any delusions that PSU is an elite team these days...but we're still at least one class above MSU and Iowa, even with Mark Emmert's loose cannon spraying us.

Not necessarily. UT and OU to the West, then Purdue slides over to the East?
If anything, I think the stacked eastern division could help discourage expansion from more eastern teams not in the new AAC/old Big East.

Iowa has 12 wins total against Penn State and 13 losses. Since 2000 the two schools have only had two seasons in which they did not play each other. In the 10 match ups Iowa is winning the series with 7 wins and 3 losses.
Edit: Against MSU the record is 14-13-1. Do some research before making such statements.
