What is Criteria for Play-in Games
The play-in games are different seeds in the tournament - (2) 16 seeds, 13 seed and an 11 seed.

What determines which teams are in the play-in games and why aren't they all in the 16 seed bracket?

Just use Google....

The last four teams scoring at-large invitations (the 11 and 13 seeds)
The four lowest-seeded teams (the No. 16 seeds)
