Actually if you held 9/10 votes (or however many you would have), then all you would have to do is simply eject the incoming members that you do not see fit OUT of the conference. You'd have a landslide vote in that situation, right?
You could have a conference featuring:
Marquette, Villanova, Georgetown, St. Johns, Seton Hall, Providence, Depaul, Cincinnati, UConn, Butler/<insert A 10 program here>
You'd be ejecting: Tulane, UCF, USF, Memphis (although you might want them), Temple (although you might want them), ECU, UH, and SMU.
With those eight now homeless, you could add them to the pool of teams that you could recruit from - and YOU would dictate terms. None of them would return to C-USA (which in their eyes is a sinking ship). Instead of having to take ALL of the programs, you could decide that you only want one or two every 10-15 years. You could also leave them all begging and take none
