How about this for a solution
What I would really like to see out of all of this crap is that schools organize (effectively) into non-football conferences and then form alliances for football among the FCS schools not in the AQ conferences.
For football, have 6 non-AQ leagues, 2 first-tier and 4 second-tier.
Agree to this: By default, schools agree to be in one of four regions and schedule games intra-regionally as such. The top 2 finishers each year out of each region would schedule in one of two 8-team leagues that would play intra-league. The bottom half (4) of each of those leagues would drop down to regional league play.
The top finisher in each of the first-tier leagues would play for an ostensibly guaranteed shot at a BCS bowl.
Relegation for college football. A sensible solution for other sports. Strength in scheduling would provide a qualified, entertaining opponent in the BCS.

I am down with a relegation system if we could ever make it happen.
Perhaps more plausibly, I think college football should split off conference-wise from other sports. Let other sports keep sensible, regional leagues....
